The SENA is a public establishment of the national order and endowed with administrative autonomy, attached to the Ministry of Labor. It is a public establishment with legal status, its own independent assets and administrative autonomy. It offers free training to millions of Colombians who benefit from technical, technological and complementary programs focused on the economic, technological and social development of the country. SENA enters into the productive activities of companies and industry, to achieve better competitiveness and better production.
the state has invested in the necessary infrastructure to improve the social and technical development of workers in the different regions, through comprehensive vocational training that manages to be integrated into the objectives of the national government, responding to the specific human resource needs of companies , through connection to the labor market, as an employee or underemployed, with great opportunities for business, community and technological development.
It is a very popular entity in Colombia, it works in permanent alliance between the government, businessmen and workers, since its creation, with the firm objective of achieving the competitiveness of the Colombian people through the increase of productivity in companies and regions, without neglecting social inclusion in coordination with national policy: more jobs and less poverty. For this reason, programs and projects of social and commercial responsibility, training, innovation, internationalization and transfer of knowledge and technology are constantly generated.
This entity was born under the government of the ‘Junta Militar’, after the resignation of General Gustavo Rojas Pinilla, by Decree-Law 118 of June 21, 1957. Its function, defined by Decree 164 of August 6, 1957, was to dispense vocational training for workers, young people and adults in industry, commerce, fields, mines and livestock. Its creator was Rodolfo Martínez Tono.
Likewise, it has always sought to provide technical instruction for the employee, additional training for adults and to help employers and workers set up a national apprenticeship system. The entity, which has a tripartite structure, in which workers, employers and government would participate, was called the National Apprenticeship Service (SENA), which is preserved today and which, many years later, seeks to continue to conquer new markets, providing companies with skilled manpower, using modern methods and achieving a paradigm shift in each of the productivity processes.
SENA is responsible for fulfilling the role that corresponds to the State of investing in the social and technical development of Colombian workers, offering and carrying out a complete vocational training, for the incorporation and development of people in productive activities. which contribute to the social, economic and technological development of the country (law 119/1994).
